The Decatur Police Department is currently investigating an incident involving a mental health call that led to the hospitalization of John Scott Jr., following a controversial arrest on April 15. Interim Police Chief Nadis E. Carlisle, Jr. announced the internal review in a statement released over the weekend, addressing community concerns over the police’s handling of the situation.
The controversy began when Scott was arrested after a nearly 30-minute encounter with law enforcement at Brookridge Apartments. Police responded earlier that day to a call from Scott’s mother, Paulette Tennison, who expressed concerns about her son’s mental health. Officers on the scene communicated with the Mental Health Liaison, assessing Scott’s condition. They determined he did not pose an immediate threat to himself or others, and therefore did not qualify for involuntary hospitalization.
However, officers noted signs they believed were consistent with illicit substance use. Later that evening, at approximately 8:15 p.m., police received a second call regarding Scott. After confirming a warrant against him, officers presented Scott with two options: voluntarily go to the hospital or face arrest. Scott declined both options and refused to comply with the officers’ lawful commands, prompting them to attempt an arrest.
The situation escalated quickly, leading to physical resistance from Scott. Officers employed a Taser, delivered several physical strikes, and executed a takedown to regain control and prevent harm to Scott and others. Following the arrest, Scott was taken to Morgan County Jail, where he continued to resist the correctional officers. During the booking process, he began to show signs of medical distress.
The jail staff called for an ambulance, and Scott was transported to Decatur Morgan Hospital, where he required life-saving measures due to a medical emergency. The police department has been in contact with Scott’s family and is monitoring his condition closely.
In response to the incident, Chief Carlisle emphasized the police department’s commitment to transparency and accountability. An internal investigation was launched immediately, and the department is actively cooperating with the Morgan County Sheriff’s Office, medical professionals, and oversight agencies to ensure a thorough review of the events.
Carlisle also highlighted ongoing efforts to improve mental health intervention, stating, “Mental health intervention is a systemic challenge across our country, but we are proud of the proactive efforts being led by the Decatur Police Department and the City of Decatur.” The department is working to minimize unnecessary law enforcement involvement in mental health issues and connect individuals to appropriate care systems.
